Total Quality Management

Mission Statement

We are committed to continuously develop and improve our systems at all levels of the organization and provide the highest quality medical services within a cost effective structure to the patient population we serve.

The University of Texas Medical Branch, Division of Correctional Managed Care has developed a methodology to effect the quality of care delivered to the offender population under its contractual agreements. This population includes but is not limited to offenders within the Texas Department of Criminal Justice, The Texas Youth Commission, The Federal Bureau of Prisons, and numerous county jail facilities within the state of Texas.

Through this quality improvement and quality management plan, activities will be developed for ongoing monitoring and measurement to address areas related to the delivery of medical services under the contractual agreements with the organizations outlined above.

A systematic approach to QI/QM will be utilized for problem identification, data collection and corrective action using a continuous model. The Department of Quality Management will evolve and be formalized with the approval of the executive management team. This department will report all activities directly to that management team with direct liaison to the Department of Clinical Outcomes for coordination of activities. Training of individuals will be conducted to insure the focus of the group will be progressive and molded into a problem solving team of employees. Pro-active leadership will be able to identify employees across all job functions to serve as corrective action team members. Ultimately all CMC staff must be orientated and included in this program. The QI/QM program entails fundamental changes in thinking as well as individual and group behaviors.

Employees with various areas of expertise will form corrective action teams to focus on the identified problems, study and develop corrective action plans and provide feedback to the appropriate departments and unit facilities as necessary. All these actions will have oversight by the Executive Management Team to display a positive, progressive impact on the CMC organization and employees.
